Xin Guobin, vice-minister of industry and information technology, said at a press conference that China's new-energy vehicle industry made an outstanding performance last year. The production and sales of new energy vehicles reached 7.058 million and 6.887 million, with year-on-year growth of 96.7% and 93.4% respectively. China's production and sales of new energy vehicles have ranked first in the world for eight consecutive years.
Taking a longer time dimension, since the introduction and implementation of the Energy Conservation and New Energy Automobile Industry Development Plan in 2012, the annual compound growth rate of new-energy vehicle sales has reached 87%, and the cumulative promotion of new-energy vehicles has reached 15.96 million, nearly 16 million. Our country has become an important guiding force for electric transformation in the global automobile industry.
Combining these factors and the production and sales situation in January and February, we comprehensively study and judge that the new energy automobile industry will maintain a good development trend this year, and the production and sales will achieve stable growth. To maintain this positive trend, the Ministry of Industry and Information Technology will focus on five aspects.
First, we need to strengthen overall planning. We will further improve the coordinated promotion mechanism for the development of the new-energy automobile industry, and coordinate the overall work of electrification, networking and intelligent development. We will continue to focus on technological breakthroughs, popularization and application, and infrastructure construction, and continue to cultivate self-owned brands with high levels of innovation, strong comprehensive capabilities and international competitiveness.
Second, we need to support innovation and breakthroughs. We will focus on supporting leading enterprises to play a leading role and speed up technological breakthroughs and industrial application of new-system batteries, automotive chips and vehicle operating systems. We will launch trials for access to and use of smart Internet-connected vehicles, accelerate the technology application of 5G vehicle-road collaboration, and promote the coordinated development of electrification and smart Internet-connected vehicles.
Third, we will further increase our efforts to popularize and apply. We have carried out pilot projects to fully electrify vehicles in the public sector. Together with relevant departments, we have issued a circular to further enhance the electrification of vehicles in such fields as official vehicles, taxis, postal delivery services and sanitation. We will work with relevant departments as soon as possible to formulate and clarify policies on vehicle purchase tax reduction and exemption for new energy vehicles, and revise and issue the "double-point" management measures to stabilize market expectations.
Fourth, we will improve our ability to provide services. We should speed up the development of domestic resources, stabilize the supply of key raw materials through international cooperation, and ensure their supply and prices remain stable. To improve the recycling and utilization system, strengthen intelligent dismantling and other key technologies to improve the recycling and utilization level of power batteries.
Fifth, promote open development. As we all know, the automobile industry is a typical international industry. We will continue to implement opening-up measures in the automobile sector, give full play to the role of multilateral and bilateral cooperation mechanisms, and support exchanges and cooperation between enterprises, research institutes and industry organizations in trade and investment, technology research and development, standard setting and other fields to achieve win-win development.
